I don't have strong information on this badge. Blondieau's book on Indochina war insignias speculates that when the Regiment de Marche du Tchad was stationed on armored river gunboats, they became "armored naval infantry" wink, wink.  Curiously, original badges were a bit crudely made, supposedly in England.  It is known enamelled on brass, hallmarked Mardini.  This badge has no hallmark, a smooth back, and is likely a restrike of the Mardini badge, as they are most similar, except for the lack of a hallmark.
